OKAY. SO. I've been perusing the character formats and creation threads, and the attributes and abilities stats have been bugging me. You say you want a general balance of things. Okay, cool. I like that! But things still feel a bit too... open-ended for my alcohol-sodden mind to get. Or something.
So why not implement a point system? Say a Sith Lord gets X, Y, and Z amounts of points to spend on various attributes (for example- 10 points for lightsabers, 15 for force powers, 20 for attributes). An acolyte can get similar points in some categories, but others are reduced because of rank and whatnot. Perhaps that can be a base format, with bonus points handed out for well-made profiles! A lovely reward system would be nice for encouraging well-thought out profiles, and getting options for tougher and more 'powerful' characters would be very compelling indeed!
Perhaps points could be moved as well? Like say I wanna make a Jedi who's adept in force power use, but is embarrassingly bad at lightsaber combat. A possible penalty could be implicated- if you want to move a point from category A to category B, it must be reduced to a half point. Or something.
I dunno. Just a thought. But I just see that with the things being as open as they are. they're eeeeeeeeeeeeeasy targets for abuse. After all, an annoying majority of other Star Wars RPers I've come across over the years want to be Lord Badass McAwesome, with powers that make Revan look like a total n00b.
